Bill Description:
This bill requires individuals to show proof of U.S. citizenship when registering to vote and to present photo ID when voting in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship.
States must also take ongoing steps to ensure that only U.S. citizens are registered to vote, including establishing a program to identify individuals who are not U.S. citizens using available data sources, and removing noncitizens from voter rolls.
LOOKING INTO LEGISLATION
From day one, I’ve been leading the charge to protect the integrity of our elections, and that’s exactly why I’ve fought so hard for the SAVE America Act.
This legislation ensures that only U.S. citizens are voting in U.S. elections. It’s not controversial; it’s common sense. The SAVE America Act simply strengthens and enforces those existing protections by closing loopholes that have allowed ineligible individuals to end up on voter rolls.
Importantly, this bill doesn’t create something new; it just amends laws already on the books. The federal government has been setting standards for federal elections for decades, and this legislation improves those safeguards.
The SAVE America Act updates and strengthens the National Voter Registration Act of 1993 (NVRA) to require documentary proof of U.S. citizenship when registering to vote in federal elections. It updates the Help America Vote Act of 2002 (HAVA) to require voters to present valid photo identification when voting in person, not just at the time of registration. And it reinforces existing federal law, which already makes it illegal for non-citizens to vote in federal elections.
This is already the law. That’s why supporting this legislation is a no-brainer for me. Nearly every functioning democracy in the world verifies the eligibility of its voters. Unfortunately, the United States has become an outlier.
That’s why I was proud to help lead the effort to pass the SAVE America Act in the House on February 11, 2026 by taking decisive action to secure our elections.
Now, the bill has been sent to the Senate where the Democrats are weaponizing the filibuster to stop these basic safeguards that would restore confidence in our system and protect the voices of lawful voters.
President Donald J. Trump has made it clear how important this legislation is. During his State of the Union speech, he urged Congress to pass the SAVE America Act to stop illegal voting and protect our elections. He has been unequivocal in calling it one of the most important and consequential pieces of legislation in our nation’s history, and he’s right. Securing our elections should be a top priority, not a partisan fight.
I am honored to serve in Congress and work for you, and that’s exactly what I’m doing with this legislation. I will continue to stand firm in this fight. One illegal vote is one too many, because it cancels out the voice of a citizen who plays by the rules. Every legal voter deserves to have confidence that their voice matters and that our elections are secure.
